I was shown this vantage point by a Brit I met on Martin Bailey's forums. It's in back of the Festival Hall just below the Waterloo Bridge bus stop on the southern side of the Thames.

It's the "Millenium Wheel" (previously under different ownerships) or as it is now simply called, 'The London Eye". I think it takes like 20 mins to go 'round
