I don't how did he found that angle, 'cause I didn't. Anyway, maybe I didn't try enough, I was hurry to have fun with snowshoe :)

I reckon that's an HDR or similar. The lights on the building are too bright for the brightness of the sky I think?

Nice shot though as you say. I think it's probably had the fore and middle ground lightened a bit too much in my opinion or needs a bit of contrast there perhaps.
