No ones stopping you from going swimming. I've seen the video of the Canadians popping up in the hole in the ice. :)

You could swim in that lake in my photo all night long if you wanted. It's probably about 26 C ;)

I am sorry- I don't do cold swimming! And then there's no basking after on the beach after. The closest I get to swimming in winter is to go in a friends hot tub outside.
