Maybe it is just personal preference but in More than Skin Deep ...or portrait retouching I would take a less complicated approach.

I would use the softening brush on the wrinkles around the eyes and gaussian blur selectively on a few areas. On the hair I would use a sharpening brush to create some highlights.

I would also consider software filters to get the overall face and skin colour correct.

If you can afford it, the best program out there is photoshop...without any doubt. If I were you, I would try my best to buy it because you will not regret it. The options and tools of the photoshop are great and you can do basically everything you have in mind.

If you can't afford Photoshop, there are some better options than Photoshop Elements. Paintshop Pro has more Photoshop features than Elements at a slightly lower price. It is also faster to use and more user friendly. Lightroom is also very popular but more expensive than both Elements and Paintshop Pro
