From both a technical and compositional standpoint, nothing in the foreground of a photo should be blurred or out-of-focus because it distracts the viewer's attention from the centre of interestn.
Further problem with this one is related to composition or the artistic part. In a "crowd" scene and that means people, flowers or even leaves in this case it is necessary to have a centre of interest and that means isolating one particular leaf or perhaps the shape created by a few leaves to act as the focus of attention for the eye of the viewer. This shot is missing that necessary element.
