There's no slow-motion or reverse motion in this clip.
It is all the stroboscopic nature of the video.
Since the video camera shoots 24 frames per second, anything that oscillates at 24Hz would appear stopped.
And anything that oscillates at slightly under 24 Hz would appear to move backward.
