I always hesitate to give critique to B&W because I don't consider myself to be very good at it, and my peers tend to agree quite often :)
So with that in mind ... take my offerings for what they are ... just my opinion ...
I like the composition in terms of the way the road appears from the right and gently guides our eyes through and left a little. However, I do find the composition lacking a solid focal point and anything that really grabs me.
This would be a difficult shot to get I realise with all the featureless sky and fog. I think having so much sky in the shot doesn't aid the photo at all. I'd have tried to make something else more of a feature I think and exclude much more of the sky.
Looking at the photo I think perhaps the corner up near the trees might have held a better scene for this shot. Easy to say sitting here though I realize.
The whites in this shot are more grey than white which gives the shot an overall dirty appearance. Adjusting the curves would help there.
I also see that the tones are rather compressed which doesn't allow for any constrast or punch. Does elements have the Black & White feature in Image Adjustments with about 8 sliders for colour tones like PS? It offers great control for the tones.
Apart from that ... that's me I think! Hope some of that is useful and I'm happy for others more knowledgeable to argue with me here.
