When someone says your photograph is "soft" is that just a nice way of saying blurry? Or does it point to something different?

Blurry isn't something you usually strive for, unless you want to create strange tension in the photograph. This is a scenario where you would "know the rule" and would want to break it, otherwise it looks like a poor photograph.
Soft is often desirable, think babies, "angelic" children, window light portraits, etc.
