I agree with Ben H on this one.

THIS would have made a great HDR shot because there is more brightness than the shot can naturally handle. The sky is too bright (by about 15%) and the foreground is too dark.

Further dodging and burning will make this print sing. I like Ben H's edit, though the foreground and base of the mountains could be dodged even more.
