I've done long exposure of car tail lights before but I was on the ground watching the cars go by. Maybe it's just too early in the morning for me to figure this one out.

Did you notice JJ mentioned that there was a FLASHING yellow light? That's probably what's confusing you. The other lights were on continuous so there are just streaks that 'moved' past the car but the yellow lights were only captured as they flashed.
