Walking the Dog on Toronto Beaches

The Toronto Beaches are so desolate at this time of year. I caught this one person walking their dog.

Are you allowed to do that? Catch people when the desire hits you? Who's going to feed the dog now?

Did you let him go later on? Or just keep him?
