My pics are somewhere around 2-3MBs in size.
Question: Is there a way to increase that size to a minimum of 4MB?

The reviewers want a minimum of 4MBs for entries to be accepted.

Upsizing is usually the WRONG thing to do AKAIK (as far as i know) because it adds artifacts to the file and generally makes the files look worse.
Although i have not tried it I have heard of software from Alien Skin called Blowup http://www.alienskin.com/blowup/index.html
It is supposed to be excellent and they have a demo version.

Easiest way to do that would be to save your file in TIFF format. It's a completely uncompressed image file. I only know that you can do that in Photoshop, i'm not sure if you can do that in other programs.
I do save my pics as tiffs but they have to be 4MB or more as a jpeg.
I have Photoshop Elements 4 which does all that I need.
That alienskin software is $200.00...I wish I could afford it!!
