To my eye both images look underexposed by a about 1/2 to 2/3 (shot 2) of a stop.
There are no specular highlights on the water
Some levels play would let this sing louder. Hope that may help

Fisheye works well here - i might try to open up the blacks by 15-25% if this were mine.
