The only one I've heard of is Piknik but to be frank never tried it. Only images I've seen from Piknik come from the teenage kids and they didn't have the best looking results.

PikNik is the editor attached to flickr. I have never used it to actually edit but I do use it to make a quick border for my pics loaded to flickr with it.
this technics ( like how the web site can edit a photo by it self ) cause by the web 0.2 , internet programming can provide a photo editing but with limits , but i don't think that a web site can be like a human editor once a day , but it helps for quick stuff , and its so nice for peoples who want to edit thier profile picture
